LAND Remediation, Inc. (LRI) was responsible for implementing a variety of remedial activities at the C&D Power Systems site, located in Orange County, New York. The efforts at this site were diverse and included excavation, stabilization, and off-site disposal of PCB and lead impacted lagoon soils.
After removal of the lagoon soils, LRI performed in-situ solidification of subsurface soils to prepare the area for use as a containment cell. Shallow surface soils and sediment from an on-site tributary were excavated and stabilized to enable reuse on site. These treated soils and sediment from the tributary were consolidated in the lagoon and the cell was capped with a clean cover system. Work conducted in the tributary required stream diversion and bypass pumping, on-site water treatment and discharge, and installation of a new culvert structure. Restoration efforts of upland and tributary work areas included placement of wetland soils and plantings, gravel cover systems, and grassed areas.
All work was regulated under USACE Federal and State Environmental Permits and USEPA risk-based disposal approval. LRI also navigated revised excavation limits cost effectively with NYSDEC.
