LAND Remediation, Inc. (LRI) served as the primary contractor for both phases of this multi-year remediation project at the Smith Avenue MGP site along the Hudson River in Troy, NY. The project, managed under the oversight of the New York State Department of Environmental Conservation (NYSDEC), focused on stabilizing and remediating a former manufactured gas plant (MGP) site located adjacent to the Federal Lock.
Phase I addressed urgent structural concerns by constructing a 4,000-ton stone buttress along the deteriorating bulkhead. LRI mobilized a custom long-reach Link Belt 800 excavator to precisely place stone from a setback of 40 feet while working within tight access constraints. Support work included the installation of access roads using crane mats and stone, deployment of silt curtains and marine warning buoys, and implementation of an optical monitoring system to ensure safe and compliant operations within a highly sensitive waterfront area.
Phase II expanded the remediation to include excavation of impacted materials beneath the former gas holder, which was dismantled under a temporary fabric structure. A major site regrade lowered elevation to allow construction of a 600-linear-foot, 20-foot-wide concrete work platform supported by drilled micropiles. This platform enabled the installation of a secant pile wall to replace the historic bulkhead. Once the secant wall is completed, LRI will remove the existing bulkhead and stone buttress, followed by dredging approximately 6,000 CY of MGP-impacted sediment in the river approach to the Federal Lock.
